3.7 million more active registrations in Donor Register since 2020

On 1 July 2021, 10.6 million Dutch people aged 18 or older have entered their own choice in the Donor Register. That is 75 percent of the population of 18 years or older. 4.8 million people gave consent for organ donation. That is an increase of almost one million compared to the beginning of 2020. The number of people who explicitly did not give permission for organ donation also increased, from 2.3 million in 2020 to 4.3 million in 2021. This is shown by figures from Statistics Netherlands and the Donor Register.

The new Donor Act of 1 July 2020 provides that all residents of the Netherlands aged 18 or older, if they do not specify a choice themselves, are included in the Donor Register with the registration ‘no objection to organ donation’. In the old Donor Act, an explicit choice had to be made. On 1 July 2021, 3.3 million Dutch people aged 18 or older had not filled in their own choice. They were therefore entered in the Donor Register with ‘no objection to organ donation’.

Consent with or without donation restriction

On 1 July 2021, 10.6 million people aged 18 or older had recorded their own choice in the Donor Register. At the beginning of 2020, there were 6.9 million. The number of people aged 18 or older who give consent for organ donation is increasing every year. The increase in absolute numbers was greater on 1 July 2021 than in previous years. The number of people who explicitly do not consent to organ donation has been increasing since 2016, from nearly 1.6 million in 2016 to 2.3 million in 2020 and to 4.3 million in 2021.

Since the introduction of the new Donor Act, more people are passing on their own choice. At the beginning of 2020, 49 percent of the population of 18 years or older has entered their own choice in the Donor Register, on 1 July 2021 this was 75 percent.
On July 1, 2021, 45 percent of the people who had made a choice themselves gave consent for organ donation, 41 percent did not give permission and 14 percent wanted to leave the choice to a next of kin or a designated person. At the beginning of 2020, the proportion of registered people who did not give consent was lower (34 percent) and the proportion who gave consent was higher (55 percent).
