ABN AMRO will nevertheless pay compensation for damaged customers as a result of so-called bank help desk fraud. A criminal poses as an employee of the bank, who entices the customer to hand over his bank card and security code for internet banking. The bank confirms this after earlier reports from the program Meldpunt van Omroep MAX.
ABN AMRO has not previously reimbursed damage as a result of bank help desk fraud, a form of spoofing. “But we have now seen how sophisticated this type of scam actually is,” said a spokesperson. ABN AMRO will reassess cases that have been rejected in the past because the customer shared his security code. According to the GIBO Foundation, a platform for victims of spoofing, damage caused by bank help desk fraud has already been compensated at other banks.
At the end of 2020, Minister Wopke Hoekstra of Finance made agreements with the financial sector about spoofing. Because in this form of fraud “the payment was legally initiated by the customer himself”, banks were not obliged to compensate the damage. Nevertheless, the House of Representatives called on Hoekstra to amend the law if necessary to change this.
Last week, the Consumers’ Association asked banks to do even more to prevent their customers from falling victim to fraud when transferring money to other bank accounts. According to the union, more and more people have become victims of WhatsApp fraud, help desk fraud and spoofing in recent years. The estimated damage last year 44 million euros.
To combat fraud, several banks have built in a waiting period of several hours if a customer increases their transfer limit. At ABN AMRO, the transfer limit is 250,000 euros. According to a spokesperson, this will not be adjusted, but there will be a kind of extra lock on the bank account, which customers can set themselves. It is not yet known exactly what that will look like. The spokesman points out that cases of fraud almost always involve amounts of less than 10,000 euros.
