Cabinet wants curfew if Parliament agrees, with a maximum of one person visiting immediately | Coronavirus

The cabinet wants to intensify the corona measures again. It now comes with a curfew and stricter rules on travel and home visits. That curfew could start on Saturday and run from 8:30 PM to 4:30 AM. Shops, including supermarkets, must close at 8.15 pm.

Prime Minister Mark Rutte and Minister Hugo de Jonge set out this plan in a letter to the House of Representatives. The House of Representatives still has to approve the proposals, a debate will follow tomorrow morning at 10.15 am.

“That British variant is literally life-threatening,” Prime Minister Mark Rutte just said. “We have to do this, this is necessary, the curfew is contributing.”

Rutte understands the resistance and therefore wants a majority in the House of Representatives to agree: “We do not want to take such a big and radical decision without parliamentary support. That is why the cabinet is consulting with the House of Representatives about this. And if there is sufficient support, the cabinet will make the final decision. ”

In an explanation, Rutte said: ,, This comes at a time when we are tired of corona. Me too. It gets under your skin. It feels heavy and it feels like it is only getting heavier. But this will help to facilitate easing again as soon as possible. ”

Rutte also ‘does not want a curfew’, which will apply until February 9. “Not me, not anyone. But we do think it is necessary and therefore ask for support in the House of Representatives. ”

Previously, there did not seem to be a majority in the Lower House for the curfew, but PvdA, GroenLinks and SP would be interested in reducing the number of infections from the British variant.

According to Minister Hugo de Jonge, there are indications that the curfew can lead to a drop of 8 to 13 percent in the reproduction number, which indicates how many others ignite one infected person. “You don’t know for sure, that makes decision-making more difficult.”

The main goal of the extra measures is to be able to reopen the schools on 9 February. According to the cabinet, it was deliberately chosen for 8.30 pm. “Because the intention is for behavior to be adjusted and for social contacts to decrease in the evenings. A later start time is expected to have less effect. ”

There will be several exceptions. People who are on the road for work, or who, for example, walk their dog, are exempt.

Less visitors

In addition to curfews, the cabinet also wants to tighten up the advice for home visits: people should then receive not two, but only one visitor. That advice is ‘effective immediately’, Rutte just said. Exceptions are possible for ‘vulnerable people’.

Minister De Jonge writes: “The urgent advice not to receive more than two guests from the age of 13 at home per day will be further tightened up. The cabinet strongly advises not to receive more than one guest from the age of 13 per day and to make a maximum of one visit per day. The existing exceptions, for example for vulnerable persons, will be maintained. ”

To travel

According to the government, a generic flight ban is not necessary if (rapid) testing becomes mandatory from all countries. Travelers must now be able to show two negative tests and are required to be quarantined for 5 days after arrival. “That also applies to drivers, passengers of ferries, trains and cars.” Moreover, the government will probably soon be able to impose penalties or fines on people who do not go to quarantine when they or those close to them are infected.

From Saturday, however, there will be a flight ban for countries outside Schengen in which (possibly) dangerous variants of the virus are most common. This concerns the United Kingdom, South Africa, Brazil, Argentina, Bolivia, Cape Verde, Chile, Colombia, Ecuador, French Guiana, Guyana, Panama, Paraguay, Peru, Suriname, Uruguay and Venezuela. This flight ban applies until the mandatory quarantine for travelers has been arranged.

The cabinet also wanted to be able to impose penalties or fines on people who do not go to quarantine when they or their loved ones are infected, but this does not seem to work. There are too complex stumbling blocks to get this done in practice and legally.

Funeral services

The number of guests at funerals will be reduced to 50 guests from Monday, which was 100 attendees so far.

The curfew itself is a radical measure, but necessary according to the government. Virologists estimate that about 10 percent of infected people now have the British variant. This percentage can rise to over 50 percent in February, creating a third wave in healthcare.

De Jonge: ,, We see the new wave of infections coming our way. Yes, we see the number of cases of illness and infections decreasing from the classic corona variant. De Jonge outlined a little hope that relaxation will be possible once ‘the most vulnerable people’ have been vaccinated. “We want to see whether more tests and rapid tests are possible to make education possible again.”

So the contact moments, especially between young people, must be further reduced. Only people with a vital job are allowed to go out on the street during curfews. People are allowed to walk their pets. Last night there was a proposal on the table for a curfew from 8:30 pm to 4:30 am, but it had not yet been decided. Violation of the rules will result in a fine of 95 euros. People who go out for work can receive an employer’s statement. Anyone who ‘messes around’ with those papers is committing a crime, says Rutte.
