The Embassy of the Netherlands in Georgia is pleased to announce the call for Concept Notes 2023 for Civil Society Organizations in Georgia under two channels: the MATRA program and the Human Rights Fund.

MATRA is a Dutch abbreviation that stands for “Social Transformation”. The purpose of the MATRA Foundation is to contribute to sustainable social transformation by supporting reforms in the areas of rule of law, good governance and democracy. His MATRA focus in Georgia is the implementation of the Association Agreement between Georgia and her EU.

Activities supported under the MATRA Fund should fall into the following areas:

  • Rule of law, including reform of the judicial system.
  • administration; promoting integrity, transparency and accountability;
  • Public Order and Law Enforcement.
  • Stability and security with a focus on reconciliation, combating disinformation, and preventing hate speech.
  • Democracy, including electoral processes and procedures, support for separation of powers and democratic participation, and inclusion of minorities.

Promoting and protecting human rights around the world is a priority in Dutch foreign policy. The Dutch human rights policy focuses on her six priorities on human rights. these are:

  • Freedom of expression, freedom of the press, freedom of the internet.
  • Freedom of Religion or Religion (ForRB), including freedom not to believe.
  • Equal rights for LGBTQI people.
  • Support for human rights defenders and a space for civil society.
  • Equal rights for women and girls.
  • Sexual and reproductive health and rights

Eligibility Criteria:

– This call is open to independent, non-partisan Georgian civil society organizations registered and based in Georgia.

– An organization may submit only one proposal and under one channel only. That is, either under MATRA or under the Human Rights Fund.

– For organizations currently or previously funded by the Dutch Embassy in Tbilisi, preference will be given to organizations with a gap of at least one year between the end date of the project and the start date of the new project.

– Projects that primarily or exclusively involve the delivery of goods or materials are not eligible.

– A project start date can be proposed any time between 1 April 2023 and 1 December 2023.

– The budget requested by the Dutch Embassy for the project is between GEL 50,000 and GEL 250,000.

– Duration of the project: 6-18 months.

– Priority will be given to projects outside Tbilisi and projects by organizations outside Tbilisi.

Procedures and interim timeline:

– Organizations submit concept notes using: enclosed form Geotime by 18:00 on December 5, 2022 TBI-projects@minbuza.nl.

  • Optional: You can enclose a letter of recommendation/reference from someone who knows your work, supports it, and is related to this project.

– Finalists will be notified by 10th January 2023 and asked to submit a complete proposal within one month by 10th February 2023.

– Unsuccessful applicants will be notified by February 1, 2023.

– The final selection will be known by March 15, 2023.

The Dutch Embassy may deviate from the above schedule depending on the number of concept notes received and the time it takes to process and evaluate them.

Criteria for evaluating concept notes:

The project team at the Embassy of the Netherlands in Georgia pays particular attention to the following factors:

– Does the proposed project fit into any of the above priorities?

– Innovation and originality of approach.

– How big is the added value of the intervention? – To what extent are other organizations already addressing this issue;

– How realistic are the expected impacts of the intervention?
