The Senate parliamentary party of the CDA sees something in the proposal of GroenLinks and PvdA for a tax on capital, now that it appears that the illegal tax on capital returns must be removed. Niek Jan van Kesteren, chairman of the Christian Democrat senate faction, thinks the left-wing parties’ plan for a progressive levy is “strong, because they are simple proposals”.

Van Kesteren answered in the affirmative to the question from Paul Rosenmöller (GroenLinks) whether “the discussion can be held” with the CDA about a tax on wealth. The higher the wealth, the more tax has to be paid on it, according to the left-wing parties. Van Kesteren notes that the percentages proposed by the left-wing bloc “will have slightly disruptive effects in Dutch relations”.

The capital yield tax in Box 3 is immediately a major headache for the new cabinet. The Supreme Court declared that savings tax illegal and said that in any case the people in the mass objection should receive “reparation of rights”. The cabinet is now working on very expensive compensation and is considering a replacement for the capital gains tax. That tax was based on a fictitious return rather than actual income from assets. As a result, especially people with a large amount in the savings account are the victims. They had to pay tax on a return that they hardly earned on their savings due to the low interest rates.
