NPO wants a preferential position in the digital domain together with public institutions

NPO, Kennisnet, Koninklijke Bibliotheek, SURF, Sound and Vision, Publicspaces and Network Media Literacy have sent a public letter to the House of Representatives asking for more public values ​​in the digital domain to be recorded.

These public organizations want attention to be paid to public access to information, both in the form of written word and audiovisual content. The organizations also want public control over digitization. Due to digitization, the organizations believe that the execution of their tasks is changing.

The organizations fear that several parallel realities exist without a view on – and understanding of – the world and views of fellow citizens. In addition, the public organizations fear that this will have a disruptive effect, which will become clear. The authors of the letter also mention privacy and data protection risks in education when using tools from large technology companies.

The public organizations ask the House of Representatives to:

– to stimulate digital literacy and media literacy for all Dutch people.
– introduce regulations with openness and transparency about (the origin of) information and media supply, research results and teaching materials
– supporting the development of algorithms that are based on public values ​​and that differ from common algorithms of commercial platforms
– regulations regarding the visibility (prominence) and recognizability of public and reliable content for all Dutch people

In addition, the letter writers want an exploration to be able to make agreements to safeguard the public domain. This involves the development of public platforms to make them an alternative to commercial platforms.

On a technological level, the letter writers ask the House of Representatives whether it can develop public alternatives to broadcasting techniques and hardware. They are thinking of allocating (part of) the 5G spectrum for public institutions. In this way, the parties no longer want to be dependent on commercial parties such as KPN, VodafoneZiggo and T-Mobile. The telecommunications market has been fully privatized, while the NPO owns frequencies in the field of television and radio.
