Car editor Niek Schenk answers: ‘The same rules apply to an e-bike with pedal assistance up to 25 km/h as for a non-electric bicycle. But with a speed pedelec, which can travel at a maximum speed of 45 km/h and has a motor power of up to 4,000 watts instead of 250 watts, the rules are different. This rider must be at least 16 years old and have a moped driving license (type AM). He must also wear an approved moped helmet or approved speed pedelec helmet. There must be a yellow moped registration plate on the back. Furthermore, third-party liability insurance is mandatory (legal liability) and the cyclist must carry the registration certificate.’
