Who needs to take the inburgering exams?

For many relocating to the Netherlands for work, residency rights hinge on their employment status. However, those seeking long-term stay or permanent residency must pass the inburgering exams—a prerequisite for a permanent residence permit or Dutch citizenship, regardless of whether one is a refugee or a skilled migrant.

While refugees and those with family visas or partnership visas have three years to pass the exams, individuals voluntarily integrating must have resided in the Netherlands for at least five years, with the option to commence exams upon arrival.

Citizens of EU countries, Liechtenstein, Norway, Iceland, or Switzerland only require the exams for Dutch citizenship, not residency.

Although the government aims to raise the language proficiency level from A2 to B1, A2 remains sufficient for 2024 and possibly beyond. However, family visa immigrants and refugees arriving after January 1, 2022, typically require B1 proficiency.

The exams

Comprising four language assessments (reading, listening, writing, speaking) and a Dutch culture and society test (KNM), the inburgering exams follow a structured sequence, progressing from easier to more challenging tasks.
